There's a higher risk of getting sick at altitude, because altitude is a stress. Sleep quality is worse at altitude. Altitude tends to also have drier air. So it's not necessarily a given that you will get the benefits when there are also these threats to training. Sometimes, going to altitude involves a change in the weather. As I spoke jokingly, I went from 15 degrees C level to 1600, 2000 meters at 35 degrees Celsius. It's hot and thin air. If you go to altitude without high initial iron levels, you don't get the hemoglobin benefit and therefore the performance benefit.
