In the hands of these labor republicans, individualism was primarily the claim that each individual had a right otheir own freedom. To them, any collective forms of life should be subject to the principle of popular sovereignty. That's why they thought there should be a people in government and a people in industry. They were individuals first and foremost. And so their solidarity extended to all other individuals struggling for the same kind of freedom at least in principle. Their primary focus was, do we democratize the state?
