Public Access vs Open Access?
LSTP is using the phrase public access here, very deliberately rather than open access. I think it would be because they want a differentiation from the open access quote unquote journal movement. So presumably under this policy, perfectly okay to go to the most commercial journal in the entire world, where they never made anything open access. The goal right now from a list TPs perspective is not to define what the licensing should be.
