The episode was written by Rick Ead and Pamela J. Westler, who have worked on many of the most popular shows in law and order's history. The writers are both veteran TV cop writers with a background in criminal prosecution. They're trying to make it more modern but veer from reality as they focus on bail reform that New York state recently passed.
