What George Meant by a Land Value Tax?

In 19th century socialism George was a laborist let's say. He did not recommend that we confiscate land or make everyone live on a big hippie commune and certainly not that we do any central planning. In fact he didn't even have any problems with capital. And so he actually was an early proponent of what we would now call the universal basic income. It was called a citizen's dividend in his eye in his day.
