The county severely under taxes large commercial properties, says Mayor Kasim Reed. The city's land values have gone up by a factor of 10 in some neighborhoods, yet the property tax revenue did not go up anywhere near that, said Reed. "What we have is a gentrifying city where the benefits of gentrification have just accrued to the landowners," he added.
