France was the state of Western Europe. They ended up behind the eight ball, they never really industrialized. France was still disproportionately agrarian well into the late 19th century. The French were not the place where the socialist movement became effective and coordinated. That was Germany. So this is what gets the that Wallensteinian world system cranking into overdrive.
