Going for Refuge to the Ariya Sangha
You don't know who they are on the zone. In a sense you go for refuge to an ideal. The same goes for the Sangha and even maybe even the Buddha as well. I've always understood that going for refuge as applying to the Indian Sangha because at least there you may be talking about it's not reliable but then there's kind of safety in numbers.
