The Sherman Act was amended not once but twice. The original language drafted by Sherman has this language about restrictive trade, combinations that might advance cost to the consumer. And so when it goes to the floor of the Senate, there's like one senator from New Jersey that votes against it. But then everyone else votes for it, including Senator George, Senator Vest, Senator Teller, Senator Stewart. It's pretty clear that the Congress as a whole did not intend this to be used to shut down strikes.
