Public Advocacy Is Part of Public Administration

Chio: This organization, Chio, is created by this community. And so I think we have an obligation to explain what's happening ... and also advocate on behalf of children in our community. So advocacy for us is not picketing, condemning, flaming elected officials. For us, it's finding the way to work with them.
