Sheriff thinks something's going on, but he can't suspect what it is. If you're the sheriff, and I don't know if he knows that these guys have haptics on him or anything, well, that might make you even more wary of them. So I feel that at least some low level of suspicion there,. But like you said, I'm not sure it's enough yet to cause him any concern.
