Is There a Difference Between Renters and Owner Occupiers?

Renters are less likely to be on the electoral register than owner occupiers. They'll be moving every year, two years and it's far more difficult to canvas them. And I think that's also a factor in the kind of invisibilization of these people as an electoral constituency. There seems to be so much possibility in this, just some slight tweaks that could yield real political dividends for either of the major parties.
