The Freddie Gray Effect and Community Policing

A man threatened to kill people on a subway when somebody saw him. He went by cops. This is what community policing looks like. Right when the community is doing the policing, that's what you get. So they are, they do the Freddie, what are they called the Ferguson effect, the Freddie Gray effect, they scale back and they let this thing happen. And that's how you get a crazy man threatening to kill people in New York City. You're going to get more of this. The fewer cops you have, the fewer security or the less security you have on the subway system, the more you'll get this.
