The EPA's Response to the Maggot Breeding Hamburger Water

In 2002, the Wall Street Journal published a story about maggot-breeding hamburger water. The EPA and FDA didn't make airlines test their water so they really had no idea what was in there either. One airline's response to the journal's water testing was that the tests were not scientific. But how could they say if they weren't testing the water, how could they really claim it was clean?
