Is Libertarianism Purely the Codification of Consient, Universal Rules?

When i think of libertarianism, i think it is nothing if not purely the codification of consient, universal rules. It's interesting that you come from a position of scepticism towards universal rules when basically the only rules libertarianism has are the universal ones. I would say it's about equality. And this, of course, is like the great, the great debate, right? Like, liberty versus equality. We used to talk about that all the time of the ninhties.
