There are limits, there are things that constrain the amount of resources we have. This is not have anything to do with whether people are rational or not,. Whether they have psychological influence or not. We think that consumers are constrained by their budgets. Firms face technological constraints. And governments are constrained in particular by something I'll explain in more detail in a minute.
