Bias can manifest itself in either a bias for space or a bias for time. Inis' main goal was to try and challenge biases that come to dominate people's lives. He wrote about various media, from papyrus to stone tablets to speech to the radio. Each of these media essentially allow for various developments for a civilization. They do not determine that civilization, because many of the things that we would come to see as being social developments actually motivate various technologies.
