Is There a Space Treaty?

Debris can remain in orbit for decades or centuries. Some will go to higher orbits, some will go to lower orbits and there's no way to control that. The registration treaty requires you to register the any object you put up into space so countries have to register the objects that they launched. If something does fall back to earth, and you know hits,. you know, hits you and hits your office, that country is responsible. So it becomes a political process in terms of payment and negotiation.
