Is It a Panda Costume?
Dressed as a panda, or indeed any other large mammal, you can walk around holding placards without fear of the CCTV catching you. It feels like they're being forced to dress like this as some sort of punishment. That's not the rectangular bits of cardboard. It's for bashing themselves on the head. Is it paper with words on for them, or do they fill it out in return? Like a form, I just say form. It's very much for them.
