Were There Rainbows Before the Flood?
The laws of optics were the same, whatever local flood or floods inspired the biblical narrative. The effects of sunlight and water vapor in the sky would have produced rainbows. What the text is really doing is using the rainbow as a sign to mankind that god will not wipe us out with a flood.
