Is There a Debt Ceiling?

I would argue that this is a completely different way that Congress ever operates. So usually Congress operates in crisis. There is no automated vehicle crisis right now. But still reacting to what they how these are framed early on and from the start. And I think to a certain extent now is that this was clearing those things that were preventing the natural progression of the development from happening.
