He's contrasting the human and humane use of human capabilities versus the machinic use of human beings. This resonates quite a bit with the early chapters of Marx's capital. He defends dialectics in a sense, like as intellectual freedom doesn't always weave everything together but when you have real mastery of a topic, you can synthesize all these seemingly disparate parts. cybernetics is taking what could be called the law of quantity into quality, as its first principle.
