Post Offices and Post Roads

Congress may make any law pursuant to the authority laid out in the Constitution. Congress has the authority to make all laws which shall be necessary and proper for carrying into execution the foregoing powers. It doesn't mandate that the government do certain things, it means that the government must justify what it's about to do with this clause.
