responsive design is designing a websi that can be access successfully from any device, it is more art than science. When a page loads you want people to have to do the minimum amount of scrawling before they know whether they're in the right place or not. I try and have my er home pages as being able to see my banner image, my banner headline and the start of the navigation options below - so that it almost tells them where they are and what they're doing there.
