The idea of layer two is kind of like making sequencing permissionless and decentralized. It's really up to the Dow, right? Whether they want to stick with a centralized sequencer and just assign that role to someone that they trust. The answer to that question is yes, it can be done that way. What is the best way to do that? That's the topic of current research.
