The Evolution of Spectrum Auction Laws
Congress was always trying to find ways to get more money out of spectrum. No spectrum bill ever passed the Congress by itself. It always rode on a fiscal vehicle, starting with the on the list budget reconciliation act of 1993 which created auction authority. The debate we've had over what's the real value of spectrum has unfortunately become a dominant part of the conversation around spectrum policy.
