What Happened on the ISS?

The ISS is multiple countries, as you move from one module to another. So if you kill somebody on the space station, it matters in which part of the space station you did it. There's not nice clear rules to follow. Mary Robinette sort of created a system to deal with it. But yes, there is some sort of territory that muddies waters more and makes things even more complicated.
