The Law in the Books, Not the Law in Action, Is the Difference?
In early may, the state department declared that she had been wrongfully detained. The law in the books doesn't always translate into the law in action,. And so i think the conclusion must have been reached that whatever the law says, grinder's case was being dealt with in a more political fashion. For ordinary commercial cases, for ordinary crimes, for for issues of no interest to the state, the state allows system to work independently.
