Is There a Peaceful Coexistence Between Two Superpowers?
Is there a way for the two powers to just coexist and for it not to be a war? Can't you just have two big powerful blocks, two military blocks? They trade with each other. Well, if Graham Allison, my old friend at Harvard, were here, he would say, ask the Spartans and the Athenians or ask the Brits and the Germans in the 20th century. The truth is that that kind of coexistence between two comparably large powers is quite rare historically.
