In 19 86, governor mariaquomo announced the construction of a new one thousand cell maximum security prison on north brother island. The expensive project was abandoned the following year. By the 19 nineties, city planners had decided that the island's gradual slide into its natural state was to its advantage. In the year two thousand, the city observed more than 109 birds nests on the island,. mostly those of egrets and black and yellow crowned night herons. A canopy of trees now cloaks most of the ruins of north brother Island. Only those with compelling academic and scientific purposes may given a permit for visitation.
