CNN political analyst Bill Shipley said that the precedent was set for Donald Trump, where they essentially tried to impeach a president who was no longer in office. That they would try to impeach Joe Biden as vice president because that's when it happened. The Espionage Act says whoever for the purpose of obtaining information respecting the national defense can be charged with espionage if there is an intent to injure or harm the United States.
