In the late Roman Empire, Augustus encouraged people to have more children. He did this because he was worried that Romans weren't having enough of them. The roles were filled by non-Latin's and they ran the empire for centuries before things fell off. Successful immigrant integration is very important in a multicultural country like Canada.
