Being christian is learning this whole new vocabulary and this entirely different way of identifying yourself. This passage constructs our past, if we own a christian identity. It does not construct the past of other people. When we read this passage as the history of christian people before being in christ it becomes part of a larger narrative thread that runs through romans. There's sort of this narrative substructure to romans in which paul sort of tells the story of what went wrong with humanity and what god has done in christ to redeem that situation.
