The History of Pirates

Pirates were not indiscriminate in their attacks, they only attacked when they were 99% sure of success. In many cases pirates would dress as soldiers and steal their ships in order to catch villagers unprepared. There were times when villagers would actually attack and kill real soldiers thinking that they were pirates. The state was as bloody as the pirates were, you know, both sides used extreme violence to intimidate people into submitting.
