The Effects of Substitution on Smoking

Jeff Singer: Teen tobacco smoking is an all-time record low now. He says trying to prevent teens from vaping because of this unfounded concern that it's a gateway drug seems less urgent since teen smoking continues to come down year after year. Singer: The only thing I could come up with to explain that is that looks like smoking, so we can't let people engage in behavior that makes us think of the act of smoking.
