Oak and Fist died either right at the beginning of egg on the fourth reign or during the brief one year reign of Viseris II. Storm scattered the Royal fleet, but it still may have been a Valarian master ships. House of Orion doesn't have a lot of role because for one thing, the black fire billions were overwhelmingly land based wars.
