Did Aquinas Think He Could Use Astrology to Predict Things?

Aquinas held that qute astrologers, by considering the stars, can foreknow and foretell things concerning rains and droughts as an example. He rejected this idea on the grounds that isn't compatible with the gift of free will that god gave men. It's men's choices that ultimately determine their destiny, including whether they go to heaven or hell. And those choices get made by the human spirit, which is the seat of free will.
