Apple's vision, the OS significantly limits how applications are allowed to interact with the user. If you want to do AR apps, you must give Apple full rendering control. A lot of its senators around Apple's choice to both make eye tracking central to the headset's input and simultaneously declare it to be too private to be exposed to apps. We've talked about this before when we were talking about the WWDC sessions that Apple was saying you couldn't get eye tracking data.
