There used to be a broad, small, but fairly broad market for health insurance that you could purchase. For people who bought that type of health insurance, it was more secure than employer sponsor health insurance. Rather than fix employers sponsort insurance, what congress did was they outlawed the other kind and imposed price controls on it. There are incentives that leave sick people high and dry in ways that are similar to how employers sponser insurance does. But in other ways it are different.
