The idea of clientalism is much more subtle and complex sometimes, than just a mere quid pro quo for a vote. Oftentimes people are expecting the government to be able to react to their needs. Sometimes buying votes is buying resources for the community. And so what remittances can do as they can say, hey, you know what? If they're going to respond to the economic overtures of the government, the governent col have to pay them more money if they've got this external resource.
