A whistleblower is someone within an agency or an organization that is protected by law from providing real facts about something. The New York Times, who does the quote whistleblower thing, found 50 instances where it was against Trump and there were no quotes. A Democrat, a DNC press release might put whistleblower in scare quotes but news organizations never used to do that.
