Studying Up

Since at least the nineties, thereh've been calls to study up. Why has that not happened? I think is am is really largely an institutional issue. The humanities, arts and sciences have lost relevance in today's academic landscape. We need more systematic and comprehensive research programmes. And i don't think we are strong enough on either to make any one give us a more sort of systematic and rigorous access.
