The president can order air strikes or even boots on the ground, really, just about anywhere. The post nine 11 authorizations for use of military force for afghanistan and a rock are the two that have been, i think, most abused in terms of this no limits of chronology or or geography. And these specific kinds of declarations are really a reflection of a broader problem with the expansion of executive power over time.
