Water Is a Baby Step in the Right Direction

California's regulatory apparatus for water is much more disjointed than our regulatory apparatus for air or energy and so it becomes very hard to figure out how to regulate it. 17 percent of our utilities are investor owned and regulated by the public utility commission on a vast array of measures. Water is more heavily regulated in California than other states but i think if we go into a ten year drought all bets are off, you'll start seeing conversations about allocating water rights.
