David writes mathematically. This is nothing momentous. The example merely demonstrates again that the attributes probable or improbable, rare or common, typical or untypical have literally no meaning in regard to comparing infinite sets of natural numbers. But when we turn to physics, it is bad news for anthropic arguments.
