There was a disconnect between aspirations and the general principles that we find in domestic constitutions and international treaties. What I felt was needed was a framework to help courts on the one hand to make sense of these claims but also to help regulators. Essentially, what I try to do with the book and what this area of research hopefully does ultimately is to get states to invest in environmental protection.
