Justice Kennedy wrote an opinion that seemed to say, there might be a theory out there. That case was 2004. I think now without any fear that they're going to be restrained by the federal courts, anything goes. We've had 15 years of this kind of cloud of uncertainty hanging over the practice of drawing district lines at the state level.
