Koch Industries had actually stopped using the pipeline in 1992, but in 1995 they realized they could start making a few million dollars extra a year if they got it back into service. Koch employees found that one of the anti-corrosion systems they'd installed had malfunctioned, they just didn't fix it. Of course, getting this pipeline back in option and not putting properly repairing it was part of this cost cutting thing,. I think it led to a lot more than two deaths.
