For each person who dies while cycling around 1000 people die from not cycling. So the best possible scenario if helmets were 100% effective and printed every one of those deaths is we'd have saved 111 lives. That would be amazing for those people, but look how many lives we lost in that same period from people not making every day journeys on bikes. It's just they're not the most important thing to focus our energies on. But here we're talking about protecting those people who do cycle.
