Google is trying to reach a compromise. It's possible to keep the microphone working all the time it's plugged in. This is about how much can you deal with google constantly listening to your conversations in exchange for not having to say the hot word, right? They're just moving that slider a little ways across to make it easier for people that are willing to somewhat lower their privacy settings and increase their convenience.
